familiar scene, a section of northwest d.c. hit with severe flooding. >> it happened in the same neighborhood, the bloomingdale neighborhood. the rain turned some streets into a river stranded drivers, caused multiple power outages and closed down the sure howard university metro station. this area saw similar flooding three times in july. resident are desperate for a solution to this problem. is pr >> it has happened now and it is getting frustrating. you can tell when the storm drains are backing up that the drains are going to go and you're going to take on water and there is nothing you can do about it. >> just last month, mayor vincent gray announced he was establishing a task force to address the flooding and sewer backup issues in that area. here is a look at just out bad the flooding was in the bloomingdale neighborhood. this was the scene along rhode island avenue in northwest last night. someone had to be rescued from their car. as you can see, several vehicle

the reverend sun myung moon has died. he became known for holding

washed up in the flood waters up here. it is almost look you can see where the water line was as the water rose. it often floods here. that is what happened last night as the rain came down. the street filled with water sweeping cars down the street in fast-moving rivers. people had little time to react the the d.c. fire department rescued several people trapped on their cars or on top of them. some cars a total loss. this all comes less than two weeks after city leader announced they had formed a task force to try to figure out what is behind the constant flooding. d.c. water is inspecting the tunnels to search for possible blockages, something that could be addressed immediately. a long-term plan is in the work but won't be done until 2025. >> i kept tabs on it. i would like to know whatter when a going to do. we can't wait for 2025 to come through for this to get fibbed.

>> reporter: here what is he is dealing with like so many others in the neighborhood. his home is flooded again. there is extensive damage. it washes in from outside but it also backs up from the sewage system. people are fed up but they don't know what else to do. city leaders do understand their frustration. mayor has given the newly formed task force about four months to try to come up with some answers. that is the latest here in bloomingdale. back to you. >> thank you so much. the latest now from the campaign trail. >> the democratic national convention gets under way in charlotte, north carolina this week. first lady michelle obama will speak at the event tomorrow on its opening day. the convention will be held at two venues, the time warn are cable arena on the first two days and then thursday, it moves to the bank of america stadium where president obama will officially accept the nomination.

fox 5 is monitoring metro this morning. >> some changes in the system took effect over the weekend but a move to make smartrip cards more accessible isn't ready just yet. john henrehan has more. >> reporter: among transit systems, metro is a pioneer in implementing an electronic fare card system that is simpler for customers and costs metro a lot less to maintain than its old

paper-based fare cards. the paper fare cards primarily used by tourists are still available. paper users pay a whopping $1 surcharge for every train trip. metrobuses are also cheaper when smartrip cards are used to pay. earlier this year, metro estimate more than 08% of bus users pay with smartrip cards and nearly 90% of rail riders also use the payment. as of september 1st, most smartrip cards will need a minimum of $1.20 to enter the system fp you rent store online, metro will put a $3 credit in the account. metro had also promised to expand the dispensing machines for smartrip cards to all 86 of its stations. the new machines are in. but they're wrapped in plastic and not operational. unlike the existing machines which have braille on their surfaces for instructions for the blind, the new machines

have no braille and no audio component. metro spokeswoman caroline lucas told us by phone the transit managers have made an internal decision to keep the new distribution machines turned off until they're fully compliant with the americans with disabilities act. some metro customers question that decision. >> metro has a lot of problems. why not make something a little easier for the public. >> reporter: you say turn on the machines now. >> turn on the machines now. turn on the machines now and make it widely publicized when the other features are added. >> reporter: although metro promises to have working smartrip distribution machines at every station, you may not find them at every entrance to every station. this is the yen officer street side of the friendship heights station and on this side, no dispensing machine. metro manageers say the new machines that are in place should be retrofitted with

braille and audio and turned on in the next two months. >> metro is expecting lighter than usual ridership today because of the labor day holiday. the system is running on a sunday schedule and expects slower than usual service on a stretch of the green and yellow line. also keep in mind that the shaw howard university station is closed because of flooding. >> that was a mess down there last night with all that rain that came through in that neighborhood and then the metro stop. >> once again, yeah. we'll do it once again today unfortunately. lots of clouds out there. can you feel the water in the atmosphere. a lot of humidity out there. and it is not going to take a lot to drive some more showers and additional thunderstorms. it is all the remnants of isaac that will be working through here the next couple of days. unfortunately, showers and storms in the forecast for the holiday. >> all right. but it will look better later in the week, right? >> yeah. you got to hang in there. we have a seven-day forecast. and i promise by the seventh

day, things will look better. it won't be that far but the next couple of days look a little shaky. we are in the 70s. i want to he show you dew point temperatures here. it is not a terribly comfortable morning. of course, overnight lows in the mid-70s never comfortable but particularly not in september. 76 in washington. 78 in annapolis. quantico, you are 80 degrees. 73 in leonardtown. 70 70 in martinsburg. en any time you get above 70, you are in the very up comfortable range and the entire region now 70 or above. parts of the area getting close to the mid-70s closer to the bay. 7 # the current dew point in annapolis and baltimore. 72 in quantico. it feels like a wet blanket when you step outdoors. -- 78 the current dew point in and list and baltimore. it will be very uncomfortable as the showers and storms will fill back in.

yet, wisdom. what drives all weather systems? sunlight. the sunlight is not distributed evenly on planet earth. we get more sunlight near the equator than we do in polar areas. that is why we're warmer there be and colder in polar areas. you see the lines on your map there, those are latitude and longitude lines. roughly between the equator and 30 degrees north and 30 degrees south from the equator, the weather moves from east to west. it is what is called the trade winds which were sort of famous back in the day with sailors. from zero to 30 degrees north latitude, the weather moves from east to west. that is where most hurricanes, most thunderstorms develop. they move from east to west. then, as they are pushed to the

for something fun to do on this labor day that's going to happen rain or shine, i have it. they are getting set for the 13th annual cliffton car show. they are already getting ready and this is just the beginning. there are going to be 400 classic, custom, motorcycles, you name it. it's put on each year by the lion's club and custom cruisers. also raises money for a good cause. this year northern virginia therapeutic riding program and also life with cancer we're going to talk about. and they also have things like an annual chili cook off and get a taste. and also they have live music. one of the bands are going to play for us as well. and remember, rain or shine here. >> they are hard core. it's going off no matter what. >> i remember them from last
